Dear Mr. Rothermund Thank you for your letter of the 26th June. Although you have sent me a copy of Shell UK's 1996 Environmental Report and what you describe as the "SCOPEC figures from 1995" (see below), you do not reply to all the matters raised in my letter of 23rd June. As you know I enclosed with that letter, inter alia, a copy of a letter dated 30th April from the Department of Trade and Industry to UKOOA, and a copy of a memo dated 5th May from R.J. Shepherd of Marathon Oil UK (secretary of the UKOOA Enviornment Committee) to the UKOOA Environment Committee members. I am grateful to you for your confirmation that Shell Expro is represented on that Committee --can you tell me the name of your representative? I would like to know whether he/she replied to the memo from Mr. Shepherd and whether Greenpeace might have a copy of the reply, if so. Although I note from your letter that you do not log requests for environmental information, you (and other members of the UKOOA environment committee) were specifically asked to do just that for discussion at the "next environment committee". I should like to know the outscome of that discussion. As I understand your letter you cannot (yet) answer the detailed questions posed in my letter as to the amount of gas Shell UK Exploration and Production flared in 1996 or how this figure compares to the figures reported by the DTI as a total for United Kingdom Continental Shelf Exploration and Production Activities for the year 1996. I note your denial that the amount flared by Shell has surpassed (in fact) the entire amount reported by the UK Government for the UK Continental Shelf. Although you say that you are enclosing material with your letter in order to clarify the issue, the material which you enclose is not, I am afraid, very helpful or clear. There are three pages, one headed "Atmospheric Emissions Inventory Offshore Exploration and Production - 1995 Emissions by Source for Shell UK Exp and Prod" dated 24-JUN-97; the second headed "Atmospheric Emissions Inventory Offshore Exploration and Production - 1995 Emissions by Source" dated 04-FEB-97; and the third headed "Atmospheric Emissions Inventory Onshore Exploration and Production - 1995 Emissions by Source" also dated 04-FEB-97. It is not at all clear how thse documents inter-relate or what the latter two pages refer to. On the other hand, the 30th April letter from the DTI to UKOOA is clear and you have ignored it entirely in your response to me. The letter from the DTI states that they have been pushed by the Marine Conservation Society for release of environmental information and that the writer "hope[s] the information we have provided will be sufficient to satisfy the MCS requirement but it is possible they will come back for other information which is currently provided on a voluntary basis eg. use of non oil muds, chemicals etc. The legal position on the release of this information seems unclear but is favouring towards the release if asked. We may therefore find ourselves obliged to provide the data and any views you had on this would be welcome." As a member of UKOOA you have been asked for your views. What was your response?
